Desara Dushi

EU Policy Counsel at the Future of Privacy Forum

Dr. Desara Dushi is an EU Policy Counsel at the Future of Privacy Forum, and an affiliated researcher at the Law, Science, Technology & Society Research Group (LSTS) of Vrije Universiteit Brussel (VUB), based in Brussels. Desara holds a double PhD in Law, Science, and Technology from the University of Bologna and the University of Luxembourg. Her career has spanned diverse roles, including several years in academia, and the governmental role of advisor to the Minister of Justice of Albania. Desara’s research and professional focus center on critical issues such as privacy and data protection, cybercrime, online child safety, artificial intelligence, human rights in the digital age, legal technologies, as well as broader topics related to Internet governance. She has been part of the EuroDIG community for ten years, holding various roles, such as focal point, subject matter expert and Programme Committee member.

Frances Douglas-Thomson

MA honours student in Politics, Philosophy and Economics, at the University of Edinburgh

Frances is a final year MA honours student in Politics, Philosophy and Economics, at the University of Edinburgh. She was selected to attend the YouthDialogue on Internet Governance in May 2025 whilst studying at Sciences PoParis in her year abroad. There she participated in the Intergenerational Dialogue. She also spoke at the Internet Governance forum held in Lillestrøm inJune. She is a part time researcher for a consultancy firm looking into the public procurement of AI. She is currently completing a dissertation on the relationship between AI automation and growth.

Inga Rimkevičienė

Chief Advisor on International Cooperation at the Communications Regulatory Authority (RRT) of the Republic of Lithuania.

Works at the national regulator for more than 18 years. She coordinated and participated in several EU projects in the field of electronic communications, was the member of Standardization Technical Committee on Electromagnetic Compatibility (TK 8). Since 2018, Member of Lithuanian delegation at the main ITU events. Since 2020, the main coordinator of preparations of Europe for the World Telecommunication Conference. Active participant of the Network of Women (NoW) for Europe Region, member of the Advisory Board of the Network of Women for ITU-D.

Izaan Khan

Member of the UK Internet Governance Forum steering committee

Izaan works in the fields of privacy and cybersecurity, and is currently a member of the UK Internet Governance Forum steering committee. He graduated with first class honours in law from the London School of Economics, and was called to the Bar of England & Wales in 2022. He is a former board member of the Internet Society’s Youth Standing Group (2024), YOUthDIG Fellow for the European Dialogue on Internet Governance (2023), and ISOC Youth Ambassador to the United Nations Internet Governance Forum (2022).

He has been involved in various UN activities, including as a lead member of the drafting team for the Policy Network on Internet Fragmentation’s final report which was presented at the UN IGF in Kyoto, as a coordinator and editor of the ISOC YSG’s Position Paper on the Global Digital Compact which was submitted to the UN Office of the Secretary-General’s Envoy on Technology, and as a contributor to the People-Centered Internet’s Data Cooperatives Report which was launched during the UN Science Summit’s Digital Governance Series. He is also deeply passionate about digital rights and bringing youth voices to internet governance processes.

Mark Carvell

Independent consultant on Internet governance policy

Mark Carvell is an independent consultant on Internet governance policy based in the United Kingdom. He is a member of the EuroDIG Support Association and of the UN Internet Governance Forum’s Working Group on Strategy (IGF WG-Strategy). He is also a senior policy adviser with the IGF’s dynamic coalition on Internet Standards, Security and Safety (IS3C).

From 2008 to 2019, Mark was Head of Internet Governance Policy in the UK Government’s Department for Digital, Culture, Media and Sport (DCMS). During this time, he represented the UK in international negotiations relating to digital policy and Internet governance at the G7 (2016-17), in the International Telecommunication Union (ITU) and on the Council of Europe’s Steering Committee on Media and the Information Society (CDMSI).

He was the UK representative on ICANN’s Governmental Advisory Committee (GAC) and was Vice-Chair of the GAC in 2017-18. Mark was also a member of the Steering Committee of the UK’s national IGF (UK IGF) and an adviser to the Commonwealth Telecommunications Organisation (CTO) on Internet governance policy.

Martina Barbero

Policy Officer – Internet governance and multistakeholder relations / European Commission DG Communications Networks, Content and Technology

Martina has been working on Internet Governance at the European Commission since 2023. She is the alternate representative of the European Commission in ICANN’s Government Advisory Committee (GAC) and supports the work of two IG related European Commission expert groups, the High-Level Expert Group on Internet Governance (HLIG) and the .eu Multistakeholder Advisory Group (.eu MAG). Earlier in her career Martina worked for the Global Partnership for Sustainable Development Data (GPSDD) on public use of privately held data, data sharing platforms and data governance, for the Big Data Value Association (BDVA) on the EU Big Data research agenda and for Deloitte Consulting on EU digital public policies and the EU data strategy.

Minda Moreira

Internet Rights and Principles Coalition (IRPC)

A long-standing Internet governance and digital human rights advocate, Minda has been actively involved in EuroDIG since 2013, serving as a Programme Committee member, focal point, and contributor to several organising teams.

She is currently a member of the Steering Committee of the Internet Rights and Principles Coalition (IRPC) based at the UN Internet Governance Forum and home of the Charter of Human Rights and Principles for the Internet, and a former co-chair of this Dynamic Coalition.

Her work focuses on advancing human rights in the digital environment, with particular emphasis on disadvantaged groups’ rights, emerging technologies, and environmental sustainability. She has organised, coordinated, and contributed to numerous public discussions and multistakeholder events within and beyond the Internet governance ecosystem.

She holds a Master’s degree in Global Media and Transnational Communications and a postgraduate law degree in Human Rights Law, and brings a professional background spanning journalism, publishing, marketing & communications, and event management.

Nicolas Zahn

Senior Engagement Manager at ELCA Advisory, Managing Director of f0t1 GmbH and the association Swiss Internet & Digital Governance

Nicolas Zahn (*1989) holds a Master of Arts in International Affairs from the Graduate Institute Geneva. Nicolas Zahn works as Senior Engagement Managet at ELCA Advisory and is Managing Director of f0t1 GmbH and the association Swiss Internet & Digital Governance. He is a board member, co-founder and member of various organizations and is especially active in democracy and net politics.

He is an alumnus of the Swiss Study Foundation, a former Binding Fellow, a former fellow of the Mercator Kolleg for International Affairs, and an ECCRI European Cybersecurity Fellow. His work on bridging technology and politics was also acknowledged by being featured on the 35 under 35 list of CIDOB Barcelona & Banco Santander.

He publishes on various digital & political topics in the Republic, NZZ & The Market, Handelszeitung and Schweizer Monat, among others and is also a lecturer at various Swiss universities.

Regina Filipová Fuchsová

Industry Relations Manager at EURid

Regina Filipová Fuchsová has been with EURid, the registry for .eu, .ею, and .ευ, since 2007. Over the years, she has held various roles spanning regional management, registrar relations, and business development, and currently serves as Industry Relations Manager. In this role, she is actively involved in EURid’s advocacy for an open, free, and secure internet aligned with European values. EURid also develops a wide range of educational and engagement initiatives for citizens of all ages, in close cooperation with partner organisations.

Regina holds a PhD in International Economic Relations from the University of Economics in Prague, complemented by master’s degrees in law and European studies.

Yrjö Länsipuro

Internet Society

Active in EuroDIG since 2008, Yrjö Länsipuro served as its Subject Matter Expert on media and content issues. His background is in journalism, international broadcasting cooperation, public diplomacy and Internet governance. He is a Board Member of the Finnish Chapter of the Internet Society, and Board Member of EURALO, the European regional organisation of the At-Large community of Internet Corporation for Assigned Names and Numbers (ICANN).

M.Sc.(Soc.) from Tampere University, he served the Finnish Broadcasting Co. as Managing Editor of TV News and Bureau Chief in Moscow and Hongkong, the European Broadcasting Union as Bureau Chief in New York, and the Finnish Ministry for Foreign Affairs as Press Counselor of the Embassy in Washington DC and as Director-General of the Department of Press and Culture.

Filip Lukáš

Policy Advisor at CENTR

Filip is a Policy Advisor at CENTR, the association of European country code Top-Level Domain registries. CENTR members are at the core of the public internet, safeguarding its stability and security. The majority of European ccTLDs are non-profit organisations or SMEs, providing an internet infrastructure service in the interest of and in close cooperation with their local internet communities. At CENTR, Filip focuses on the issues relevant to the registries, such as cybersecurity, consumer protection, intellectual property rights, and Internet Governance, among others.
