Messages of Main Topic 4: Platforms’ Accountability to Strengthen the Digital Public Sphere
This main session examined the role of online platforms as key infrastructures for democratic participation and public discourse. Participants discussed how platform design, algorithmic systems and AI-driven content moderation shape the digital public sphere, emphasising the need to safeguard democratic values, human rights and users’ agency. The Messages highlight the importance of stronger platform accountability, effective implementation of existing regulatory frameworks, support for civil society actors, and the promotion of alternative, community-driven models that strengthen digital citizenship and democratic engagement.

Messages of Workshop 3: Technologies and Technical Measures to Address Online Harms
This workshop examined the role of technical measures in addressing illegal content and online harms while protecting fundamental rights. Participants highlighted the importance of multistakeholder cooperation in developing effective responses and cautioned against technical interventions that may have disproportionate impacts on the availability of online resources. The Messages underline the need for proportionate, rights-respecting approaches to tackling online harms.

Messages of Workshop 6: Youth Online Safety – Are Social Media Age Bans a Solution?
This workshop explored the opportunities and limitations of social media age bans as a tool to improve youth online safety. Participants agreed that blanket age restrictions alone are unlikely to address the complex risks children face online, stressing instead the importance of child rights-based policies, age-appropriate design, privacy-preserving solutions and meaningful youth participation in policymaking. The Messages emphasise the need to focus on safer platform design, proportionate regulatory measures, digital literacy, and greater accountability for platforms in creating safer online environments.
